The built-in power management is disabled for AWS. Rather, you can use external monitoring feature to shut down an idle instance.

Are you connecting to the default "ubuntu" user? If so, try to create a new user and connect using the new user login. Ubuntu user by default is always logged in via VNC channel. Many desktops including Xubuntu don't like the same user logged in at the same time. For future reference, plea...
