Cannot create new users

Per the usage instructions, I am accessing the instance through the browser with the default password. Once connected, I am trying to create a new user account, but it will not let me authenticate with the default password. After a few attempts I receive a message that states I am not allowed to modify the system configuration. See attached. What am I doing wrong?
