Hello,
I'd like to add and remove some applications to the desktop but as user ubuntu I do not have rights to do so and the root user is not set up for vnc.
What is the best way to gain the required security level to add remove apps via the GUI?

Ubuntu has offered a few GUI app manager. You can use any of them.
Depending on the program you choose, you may be asked to enter password. By default "ubuntu" has empty password which is not accepted. so you would need to go to "Users and groups" and set up a valid password for "ubuntu" user first.
